9 issues in development with high priority
Affordable Housing Development RFP — Boston Neck Road
Residents pushed back on high-density housing proposed for wetland-constrained town-owned lots at Boston Neck and Old Boston Neck Road, citing R-80 zoning, Narrow River protections, and traffic. A work session with RFP respondents is set for October 19.
Future of the former library at 35 Kingstown Road
Residents criticized the council for interviewing only two of five applicants to lease the old library without planning board input. A work session was set for October 27; some speakers argued the building should become affordable housing instead.
Point Judith Road four-lot subdivision and sewer capacity
Residents repeatedly cited water bans and sewer capacity as reasons to limit new housing; a board member countered that Veolia water supply and plant expansion are the real levers.
Attainable housing and infill development on small North End lots
The Volpe split at 51 Isabelle Drive tests how the town balances small-lot infill housing — pitched as attainable for working families — against neighbors' density and character concerns. New state unmerger law looms: the applicant could bypass the board administratively.
Pending housing programs before the Town Council
New Rhode Island laws — especially H5794 — will force changes to Narragansett's zoning and subdivision rules, touching substandard lots, modifications and co-living housing. Staff and a subcommittee are drafting the updates.
Homeowner Rental Incentive Program (Placemate)
Placemate proposes paying homeowners cash incentives to convert short-term or vacant properties into year-round rentals for local workers, targeting 20–30 conversions in year one. The council is weighing whether one-time incentives hold up against Narragansett's lucrative summer rental market.
Lease to Locals rental incentive program
The town is considering a Placemate program that pays homeowners to convert short-term rentals into year-round rentals for local workers. Placemate will be interviewed October 8 after the other proposer withdrew.
Affordable housing proposals on Boston Neck Road
The Council greenlit an RFP to develop about 2.5 acres of town-owned land for affordable housing. Residents had raised conservation easement concerns, which the town says were researched and a title search is built into the RFP.
Boon Street Market continued delays
The Narragansett Pier Railroad LLC / Boon Street Market application has been postponed repeatedly since March while the applicant awaits a building official determination. Abutters say the delays look like a strategy to get through the summer season and are pressing for enforcement of the town's violations.
