A lobsterman of 51 years warned the proposed cages would be a hazard to navigation and raised questions about lighting, tides and buoys.

A 38-year fisherman said the cages would sit where he fishes, that the planned toggle buoys would go underwater at tide change, and that storms would put the cages on the beach.

A career Newport fisherman asked why the previously denied resolution was being brought back, and argued established users of the bottom shouldn't be displaced.
