CDBG grant funding for community programs
The commission certified that the town's Community Development Block Grant subrecipient activities don't conflict with the Comprehensive Plan, a required step in securing federal pass-through funding for local programs.
Good Energy community electricity winter rates
The aggregation program's winter rate will be slightly below Rhode Island Energy's last-resort rate — though residents debated whether the savings is a penny or a tenth of a penny per kilowatt-hour. Bill credits from the state will stack on top.
Competitive bidding threshold increase
An ordinance amendment on second reading would raise the town's competitive bidding thresholds to $11,059.07 for purchases and $22,731.08 for construction, adjusted each year for inflation.
Ocean State Community Electricity update
Program rates are now slightly above RI Energy's standard offer because of an ISO New England cost-allocation change called DAISY, which came in over six times higher than estimated. Good Energy advises postponing contract renewal; residents can switch back penalty-free, and the council wants better public notice.
Additional school bond financing
The council green-lit another $30 million in school-facilities financing, including the high school roof, on the way to the voter-approved $137 million. Councilor Ross asked whether spending is on track — officials said yes, so far.
FY2027 budget process underway
The town manager warned this budget is the toughest in years — record healthcare cost increases, flat state education aid, and costly exemptions. He presents it March 9, with public hearings April 13.
Asset management and $5 million capital backlog
The town's Asset Management Commission says identified but unfunded building repairs have hit $5 million, including $900,000 of year-one work. It wants work-order software, more grant seeking, and sale of unused town property to catch up.
